§ 8. SUBDIVISION IMPROVEMENT REQUIREMENTS

  • (a)

    Within two years after the approval of the Record Subdivision Plan, the applicant, owner or developer thereof shall complete the following minimum improvements unless an extension of time is granted by the Board.

    (b)

    All proposed streets shall be laid cut, graded and constructed their entire length and full width from street line to street line in full accordance with the following specifications and these regulations and mode of procedure and any amendments thereto. The owner or owners shall engage the services of a competent engineer to lay out the lines and grades of said streets, boulevards, highways and public ways their entire width and length, in accordance with such approved lines and grades and shall construct a roadway at least thirty (30) feet wide centered between the street lines and having a crown of not more than eight (8) inches, as the City Engineer or his representative may direct. In no instance, except where unusual conditions may occur, shall be percentage of grade be less than one (1) percent or more than ten (10) percent.

    If in the opinion of the City Engineer, or his duly appointed representative, these limits cause undue hardship, he may adjust the grade to fit existing ground conditions. All sod and other vegetable matter shall be excavated and all boulders or ledge shall be removed or broken off to a depth approved by the Street Commissioner and City Engineer or their representatives, and all excavations shall be made in conformity with the requirements of the subdivision plans, the slopes of earth cuts and fills shall be neat and true to the lines shown on the plans and not steeper than 1 on 2 or as ordered. The subgrade shall be brought to a uniform surface, the grade of which shall be checked and approved by the City Engineer or his representative prior to the surfacing.

    Upon the prepared and approved subgrade of not less than 8" of compacted bank run gravel there shall be spread a layer of broken stone which shall compact upon completion to not more than 2½". This stone shall meet the requirements of the A. A. S. H. O. Method T-104 for soundness and the results of A. A. S. H. O. Method T-96 shall not exceed twenty-five (25) percent and shall conform to the requirements of commercial grading for 2' stone. (10-3-57)

    The stone shall be spread by spreaders or stone boxes between the bituminous gutter and rolled and shaped to conform to the required cross section. The roller shall be three (3) wheeled and shall weigh not less than ten (10) tons. No spreading of stone by power graders will be permitted. (10-3-57)

    Bituminous material shall be applied on the approved surface by an approved distributor at a temperature of not less than 325;deg; F. nor more than 350;deg; F. at the rate of between 1¾ to 2 gallons per square yard. The bituminous shall be in accordance with the C. H. D. specifications for 85-100 asphalt. (10-3-57)

    The bituminous material shall be covered with one-half inch broken stone which shall meet the above recited requirements at the rate of 48#-54 = per square yard and rolled once over. The surface shall then be broomed to completely fill all voids and rolled to securely imbed the cover stone into the bituminous binder and obtain a smooth, hard and well compacted surface. (10-3-57)

    Just before the seal coat, any surplus or loose one-half inch stone shall be removed. On this prepared surface, bituminous material, as above specified, shall be applied at the rate of 0.7 to 0.9 gallons per square yard. It shall immediately be covered with clean, dry three-eighths inch broken stone, which shall meet the above recited requirements at the rate of 20#-24# per square yard. The surface shall then be rolled and broomed until the three-eighths inch stone completely fills all the voids and a firm bond is obtained. Surplus 3/8 ' stone shall be removed and rolling continued until a compacted surface is obtained. (10-3-57)

    (c)

    All necessary storm drains that are required by good construction practice and approved by the City Engineer and Street Commissioner shall be built at the sole expense of the applicant, owner or developer. Storm drains shall include all necessary pipe lines, manholes, catch basins and appurtenances sufficient and adequate to provide proper drainage.

    All gutters shall be paved with a hot plant mixed bituminous concrete to conform with the cross section on file with the City Clerk. The gutter shall be constructed on a base course of at least 8' of back run gravel compacted to the required cross section. The gutter material shall have a compacted depth of at least three (3) inches and shall extend into the traveled portion of the roadway at least two (2) feet and shall conform to the cross section of the roadway.
