§ 3-27. Application procedures generally.

  • (a)

    No application for a building permit required by this article shall be accepted for review and approval by the building official, unless the applicant presents, if applicable, the following:

    (1)

    Permit for installation of sanitary sewage disposal system issued by the Lower Naugatuck Valley district public health department or a permit for connection to city sewer system issued by the sewer administrator;

    (2)

    An approved application for a certificate of zoning compliance issued by the zoning officer;

    (3)

    In the case of a lot where utilities are not extended to the street line, and installation within the city right-of-way is necessary an excavation permit issued by the city engineer is required;

    (4)

    An approved application for a driveway permit, for each driveway, issued by the city engineer. Off-street parking must be provided to accommodate the automobiles of all persons using or visiting a use, building or other structures at any one (1) time. Off-street parking spaces shall be provided in accordance with the parking space standards of the zoning regulations of the city.

    (b)

    When the Valley health authority or the duly authorized health authority of the city indicates that a builder must install a specially designed or engineered septic system due to soil conditions which are unfavorable for normal septic system operation, the certificate of occupancy shall not be issued until there is compliance with all provisions of the regulations and conditions of the specially designed septic system and private portable well water supply, if applicable, as indicated on appropriate permits. Compliance will be based upon written notification to the building official of the Valley health department or the duly authorized health authority of the city that both the sewage disposal system and the potable well water supply, if applicable, have met existing state and local health code regulations.
