The regulation of tow trucks, regulation of the solicitation of business by the proprietors
of tow trucks and regulation of the removal of abandoned vehicles found within the
limits of the town, are hereby found and declared to be matters of public interest
and necessity, to which public interest and necessity the private interests of proprietors
of tow trucks must be subservient, notwithstanding incidental restraints on competition.
