§ 17-113. Same—Unit basis.
(a)
Unit basis. Consideration having been given to the many various parameters, and concerns involved in a sewer use charge system, the city finds that the unit method is a fair and reasonable charge method for the use of the wastewater system.
(b)
Properties to be charged. All properties which are connected to the wastewater system shall be charged for the use of the wastewater system for that entire fiscal year. In the case of property which was not connected during the entire period, the use charge shall be prorated for the actual number of days within the stated period the property was connected.
(c)
Description of unit method. Properties served by the wastewater system are hereby divided into units based upon the total number of units as of the beginning of each fiscal year for which the charge is being made. The basic unit is the one-family private house.
Domestic Wastes
(1)
The charge to users for discharge of domestic (sanitary) wastes to the sewer system shall be on the basis of equivalent dwelling units. The equivalent dwelling unit shall be an assumed single-family house with a statistical average discharge of two hundred ten (210) gallons per day to the sewer system.
(2)
Each one-family dwelling shall be considered to be one (1) equivalent dwelling unit. Multifamily dwelling units and commercial establishments discharging domestic wastes will be charged based on equivalent dwelling units as set forth in the tables and formulas shown herein.

Cost of operation shall include, but not be limited to: operation and maintenance of sewage treatment plants; all costs associated with maintenance of the sanitary sewer system and treatment works; replacing equipment or parts thereof; and as further defined herein under Definitions [section 17-123].

Any uses, combination of uses and units not included in the above list will be preliminarily determined by the sewer commission administrative officer, and subject to the requirements of a public notice and public hearing as required. The final review and approval shall be made by the water pollution control authority.
(d)
[Equivalents.] For purposes of this section and the computations required hereunder each residential and commercial unit shall be deemed to use two hundred ten (210) gallons of wastewater per day, including infiltration and inflow, and a rate of BOD and SS of two hundred (200) mg/l and two hundred (200) mg/l, respectively.
(e)
Industrial uses. All industrial buildings or users shall be charged a sewer use charge based upon the unit method. Where applicable, said charges shall be computed as per the formula in subsection (c) for industrial users. In addition to the above user charge fee by the unit basis, all industrial buildings or users shall be charged a sewer use surcharge for wastes with BOD strengths over three hundred (300) mg/l and SS strengths over three hundred (300) mg/l. These figures will be made available through the self reporting certification statement.
Formula For Excess Strength Wastes
BOD: Five-day BOD (lbs/yr) x Rate per pound BOD ($-/lb) = BOD surcharge (In excess of 300 mg/l)
SS: Suspended solids (lbs/yr) x Rate per pound SS ($-/lb) = SS surcharge (In excess of 300 mg/l)
